Turbotax doesn't correctly handle the situation of two separate state tax refunds. If you know the refunds are taxable, just combine them, and tell Turbotax to skip the calculation. If you aren't sure if they are taxable, you will have to do the calculations separately on your own.

When you file as Married Filing Separate, you have two separate accounts. When you change to filing as Married Filing Joint you cannot combine the two accounts. You would need to choose the account that has the most information, then just go through the joint return to add your spouse's information.

1st congratulations on your retirement. I would select the 2019 account with the most data field filled and than edit the personal information selection to include the other spouse information. Make sure you also check married filling jointly (common mistake) . In addition remove any out dated information data, ie: old addresses of interest account on prior years filling.
