No, your debt has Not been subtracted from your tax refun...

No, your debt has Not been subtracted from your tax refund. There is no where on your tax return that you enter tax debts and TurboTax would have no knowledge of your debts.
The IRS will probably seize the refund to apply to your back tax debts.

No. If you already owe back taxes to the IRS, TurboTax does not know that and did not include that in the calculations for your 2018 tax return. If you owe tax to the IRS, they will offset your 2018 refund for the amount that you owe.
