the 2nd stimulus payment is based on 2019 tax return.

however, if you don't get it, file the 2020 tax return and you will receive it through there. yes, you must file to receive it.

If you have not received either the first round or second round of stimulus payments by January 15, you can file a 2020 tax return to claim them. If you have no taxable income to report, you will have to print your return and file by mail, because you can’t e- file a tax return with zero wages.
