Sorry but you cannot use the TT program to complete anything on a 2016 return any longer ... the only place to download the state program is TT and it is no longer available. So go to the state website, get the paper forms and instructions and fill in the form manually.

and.... for the federal filing, if you are due a refund, you are no longer eligible for it, but if you owe money, you still owe it.... "head the IRS wins, tails you lose" 😕
