(The release date ought to be on the first page of their web site in large type, but I have searched and found stuff about 2019 and 2014 and releasing money and everything else but this simple, obvious, piece of information. Do they announce the release date for their new version someplace?)

You will get 2019. When they change over to 2020 it will say Pre-order until 2020 is available probably in early November.

Yes. The Desktop CD/Download program usually comes out in early November. The Online Personal versions open in December. Keep checking back. After Oct 15 the current year programs move to the past year product page and the next year programs will say Pre-Order until available.
