      <description>&lt;P&gt;This is a newly introduced percentage for an underpayment&amp;nbsp;penalty&amp;nbsp;waiver. In prior years, if your tax liability for the year was over $1000, the penalty would have been waived if you paid either 100% of prior year's tax liability or 90% of current year's liability.&amp;nbsp;&lt;BR /&gt;&lt;BR /&gt;Due to changes in the law, a lot of people underpaid their tax liability&amp;nbsp;for 2018.
