It means that is the amount that you owe. It would be marked "amount refunded" if it were to come back to you.

That would imply that you owe the IRS and the state of Georgia. Don't submit your return until you have entered everything. And don't worry about the refund meter up top until you are ready to file. It will keep changing as you go through the interview.
