After reading a variety of threads, I was able to eFile my Federal return just fine. Multiple threads - over a month old:&lt;/P&gt;&lt;UL&gt;&lt;LI&gt;&lt;P&gt;&lt;A href="https://ttlc.intuit.com/community/after-you-file/discussion/unable-to-transmit-return/00/1120618" target="_blank" rel="noopener"&gt;https://ttlc.intuit.com/community/after-you-file/discussion/unable-to-transmit-return/00/1120618&lt;/A&gt;&lt;/P&gt;&lt;/LI&gt;&lt;LI&gt;&lt;P&gt;&lt;A href="https://ttlc.intuit.com/community/taxes/discussion/i-can-t-transmit-my-return/00/1107863" target="_blank" rel="noopener noreferrer"&gt;https://ttlc.intuit.com/community/taxes/discussion/i-can-t-transmit-my-return/00/1107863&lt;/A&gt;&lt;/P&gt;&lt;/LI&gt;&lt;LI&gt;&lt;P&gt;&lt;A href="https://ttlc.intuit.com/community/taxes/discussion/update-is-necessary-before-transmitting-return/00/1127990" target="_blank" rel="noopener"&gt;https://ttlc.intuit.com/community/taxes/discussion/update-is-necessary-before-transmitting-return/00/1127990&lt;/A&gt;&lt;/P&gt;&lt;/LI&gt;&lt;/UL&gt;&lt;P&gt;When I go to submit CA (and I see that the CA forms were just updated today per Install History), I am blocked because it wants me to update - when I go to check for updates,&amp;nbsp;&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;&lt;STRONG&gt;CONDITIONS:&lt;/STRONG&gt;&lt;/P&gt;&lt;UL&gt;&lt;LI&gt;Turbo Tax Premier on Windows 10 (latest version of the software - and forms)&lt;/LI&gt;&lt;/UL&gt;&lt;P&gt;&lt;STRONG&gt;STEPS TO RECREATE:&lt;/STRONG&gt;&lt;/P&gt;&lt;OL&gt;&lt;LI&gt;Finish taxes&lt;/LI&gt;&lt;LI&gt;Pay $25 State eFile fee via TurboTax Online Tool&lt;/LI&gt;&lt;LI&gt;&amp;nbsp;eFile CA State Taxes - click Transmit my Return&lt;/LI&gt;&lt;/OL&gt;&lt;P&gt;&lt;STRONG&gt;&lt;SPAN&gt;ACTUAL RESULTS:&lt;/SPAN&gt;&lt;/STRONG&gt;&lt;/P&gt;&lt;UL&gt;&lt;LI&gt;&lt;SPAN&gt;&amp;nbsp;Receive error messaging telling you that you need to update software via Online menu&lt;/SPAN&gt;&lt;UL&gt;&lt;LI&gt;&lt;A href="https://i.imgur.com/gQG5LEw.png" target="_self"&gt;https://i.imgur.com/gQG5LEw.png&lt;/A&gt;&amp;nbsp;&lt;/LI&gt;&lt;/UL&gt;&lt;/LI&gt;&lt;LI&gt;&lt;SPAN&gt;Attempt to update software via Online menu and get this message saying you are up-to-date&lt;/SPAN&gt;&lt;UL&gt;&lt;LI&gt;&lt;A href="https://i.imgur.com/MMcrAGV.png" target="_self"&gt;https://i.imgur.com/MMcrAGV.png&lt;/A&gt;&amp;nbsp;&lt;/LI&gt;&lt;/UL&gt;&lt;/LI&gt;&lt;/UL&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;&lt;STRONG&gt;EXPECTED RESULTS:&lt;/STRONG&gt;&lt;/P&gt;&lt;UL&gt;&lt;LI&gt;My CA State return is eFiled&amp;nbsp;&lt;/LI&gt;&lt;/UL&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;&lt;STRONG&gt;TROUBLESHOOTING / Wasting my time with workarounds:&lt;/STRONG&gt;&lt;/P&gt;&lt;UL&gt;&lt;LI&gt;Tried deleting the CA State folder in&amp;nbsp;C:\Program Files (x86)\TurboTax\Premier 2019\Forms and having TurboTax re-download - this buggy process didn't work - it basically never re-downloads the forms&amp;nbsp;&lt;/LI&gt;&lt;LI&gt;Tried Uninstalling and Re-installing (without actually touching the install directory) - this didn't work&lt;/LI&gt;&lt;/UL&gt;&lt;P&gt;The one thing I haven't tried so far is a COMPLETELY clean install of TurboTax 2019 Premier...which seems like a pretty extreme workaround and not something most people would be willing or able to do...the Updater functionality in TT 2019 is appallingly bad - please fix this bug and don't just point me to troubleshooting to check if my internet connection is working - the Federal eFile tranmission was fine and accepted.&lt;/P&gt;</description>
