TurboTax has me caught in an endless loop

I'm trying to open a return that I'm nearly done with, and now I'm getting an error that prevents me from doing so and has me stuck in an endless loop.

From Continue Your 2019 Tax Return screen, I go through these steps:

1) Try to open return
2) Get Error 109 and choose to Download my state forms (even though I've already downloaded my state forms)
3) Check box and download state AGAIN

4) Get the success message and return to Continue Your 2019 Return screen

5) Repeat endlessly

Things I've tried:

Full uninstall (including registry info) and reinstall
Start a new return and download state, close program, reopen and try to open the return I had previously started (I saw this method worked for some. It's not working for me.)

Right now it seems like my only option is to start from scratch, but it shouldn't be.

Seems like you tried the right things. There are these errors too but they might not be your problem.
