This does not help. The manual updates seems to be only for the TurboTax 2019 Individual not for the Home and Business edition. When I try to update my 2019 Home and Business it tells me I don't have TurboTax 2019 Installed when I obviously do.

As stated in the Support FAQ - Manually Update TurboTax for Windows Software (Basic, Deluxe, Premier, Home & Business)

Or are you actually referring to the TurboTax Business Edition which is only for Partnership, S Corp, C Corp, Multi-Member LLC's or Estates and Trusts?
