Filing returns through mail

I'm using turbo tax 2017 and 2016, for past returns. I finished both, using the turbo tax software and in the instructions to mail off the returns. The addresses are different on both 16 and 17 instructions for mailing. The 2016 returns say it should be mailed to Utah and the 2017 return ask for it to mailed to Kansas City. Can someone explain why? The IRS.gov says for Texas residents to mail returns to Austin. Which steps should I follow?

Those were the addresses for those particular years.
