Have you updated the desktop software?

If you're on a PC, open TurboTax and select Check for Updates from the Online menu near the top.

Yes, it successfully checks for updates and tells me I'm using the latest version.

Well, that failed completely. I downloaded the manual update, followed the instructions exactly, and was told by the update "Turbotax 2019 isn't installed". Turbotax isn't working well this year.
