Did you enter a W-2 that had IL tax withheld? It would be in box 17 of your W-2.

I did! I entered the amount in box 17, but the software is telling me that I am not eligible for a refund, despite the fact that income tax was withheld. On the "State Review" page of my Illinois tax return, the software tells me that the income taxes I already paid (the amount that was withheld) is equal to the total Illinois taxes that I owe. I'm not sure if this is helpful information, I am just confused why I'm not getting a refund this year. Thank you for your help!
