For the time being, the stimulus bill has not yet been signed into law. And you do not yet know for sure how the stimulus payments will be paid.

Press reports mention that they will be paid by direct deposits for those taxpayers for whom the IRS has a known bank account from previous tax returns, or by checks.

Hey just looked on here and wonder if you could answer this question. Just found out this past tax season my student loans were garnished from this years return. (I know irresponsible) I have however got that back on track and am making payments. Since I didn’t get a refund will they still send it to the account I had on file to receive said tax refund? Not sure if you would know the answer but worth a shot.

Here is what I found:

"If you've gotten a tax refund in the last two years by direct deposit, that's where the money will be sent. If not, the IRS can mail a check to your "last known address," and it has 15 days to notify you of the method and amount of the payment. They'll send a phone number and appropriate point of contact so you can tell them if you didn't receive it.

If you’ve moved recently, it may be a good idea to notify the IRS as soon as possible. The IRS also suggests that if you haven't yet filed a tax return for 2018 or 2019, do it as soon as you can, so that the government has your up-to-date information on file."
