'Why and has this to do with my retirement ?       <description>&lt;P&gt;This question is asked because there are people in federal disaster areas who dipped into their retirement accounts to survive a federal disaster---they do not have to pay the early withdrawal penalty.&amp;nbsp; So it asks you about disasters.&lt;/P&gt;</description>
