If you did not have a 2017 Federal declared disaster area loss then you answered an interview question incorrectly. Delete the 1099-R and re-enter answering NO to the disaster questions and leave all disaster related question boxes blank.

If you had a distribution from a pension plan due to certain federally declared disasters in 2017, you can elect to include the distribution in your income over a three year period of time. So, it seems you may have chosen that option on your 2017 tax return.

I did not take a 2017 disaster distribution, but TurboTax thinks that I did.

I have tried deleting 1099-Rs, re-entering them and answering the questions all over. I did not come to questions asking for amounts redeposited.

At the time that I filled out my 2017 return I considered taking a distribution, but did not.

Is there anywhere else that TT could have gotten the false idea that I took a distribution, and how do I fix it?

I did take advantage of extra time to file my return due to disaster declarations.
