State fee 24.99 refund

I got charged for state e-file 24.99 that did not get thru. I had to resubmit my e-file both federal and state.
How do I claim for the state e-file fee that was not successfully transmitted?

Trying to pay Turbotax $24.99 (state fee) to email my completed tax forms fed & state. I will pay by credit card.
