Where are you seeing this phrase? What exactly does the message say that you received?

Its on my reciept for turbo tax service I believe the deluxe package but I received a email saying to pay it before a date or they will take out of my debit card I put as for my direct deposit wise..does this mean to pay it so I can receive my tax return I'm confused with no one to really talk to

Since your federal tax refund has been delayed you need to pay for the TurboTax account fees that were to be deducted from the federal tax refund. Sounds like the IRS is taking too long to send your refund or reduced it. See What if the IRS reduces your refund or delays it.

Then when the IRS does send your refund they won't take the fees out again.

You should have received about 4 emails asking for the fees. If you don't pay they will debit your account. You had to agree to it.

It means you want to have the fees deducted from your federal refund. Then it has to go though a 3rd party bank to take the fees out. There is an EXTRA 40 Refund Transfer service charge (45 in California) for that. Or you can pay the fees upfront with a credit card to avoid the extra charge.
