How you received a tax refund is not relevant to the TurboTax account fees being charged.

You either started with or upgraded to the optional Live Deluxe online edition from the Free online editon for a federal tax return - $120

State tax return when using the Deluxe edition or higher - $50

Option to pay the TurbTax account fees with the federal tax refund - service charge $40

Or you also added Max Benefits at an additional charge

If you have not paid for the online edition you are using, have not filed your tax return or registered the Free edition, then you can clear your return and start over with a lower priced edition. Click on Tax Tools on the left side of the program screen while working on the 2019 online tax return. Click on Clear & Start Over.

Because Turbotax is a criminal organization that bribes congress to make sure Americans are forced to use their shoddy platform instead of having a free and simple tax process like pretty much every other country on earth. Hope this helps! 😍
