Yes, it you did not file your tax return you can restart without having to pay a new fee.

If you've already paid your TurboTax fees, you will not get charged again once you file. Are you trying to clear your return and start over? If so, unfortunately you cannot do this once you've submitted payment. Reference: How do I clear and start over in TurboTax Online? - Community
