My daughter received Social Security benefits in 2019. She turned 18 in 2019 and this was her only source of income last year. Should she file a return? Should I report her SSA benefits on my tax return?

No. If your daughter's only income was the Social Security she does not have to file a tax return, nor does that SS get reported on your own return. If she continues to receive SS and receives other income from a job, etc. for the next tax year, then the SS will be entered on her tax return along with the income she earns.
