I tried using the disc for the 2019 Turbo Tax but it won't run since I do not have OS High Sierra 10.13. It has suggested that I use Intuit online. Will that run on my system?

You don't run the online version on your system. You log into it using your internet browser and do it totally online on the web. Anyone should be able to use the online version.
