Following the link, the form isn't listed in either table (supported, availability nor unsupported). There are several questions concerning this form for PHEV / EV credit.

It first had an availability date of 2/5/20, then 2/12/20, now it's no longer listed on the website. What's going on with this form? Why is it not being made available?

The date when the form would be available for e-file from the IRS has been pushed back. (see: List of available IRS e-file forms.)

We will provide an update as soon as we are able to do so.

Could you kindly update your TurboTax page to include this form. https://care-cdn.prodsupportsite.a.intuit.com/forms-availability/turbotax_fed_online_individual.html

Especially when that's where it redirects us from the Energy efficient page when using TurboTax.

It's very confusing when it randomly gets removed from the main page where TurboTax users are keeping track of it for weeks now. Many posts considered switching services just because of this confusion.

I appreciate the update. I notified the specialist on the call with me on your post as he was also having a difficult time gathering this information.

Yes, we are working on adding the form back to the page at that link now!

Great to see you listening and participating in your community! Hope to see the form added back in.

Side-note: I saw a community tax expert mention 8936 and the Energy-efficient section as a whole is pending with the following forms:

Form 8910, Alternative Motor Vehicle Credit (Turbo Tax Date: 2/20 | IRS Date: 2/14)
Form 8911, Alternative Fuel Vehicle Refueling Property Credit (Turbo Tax Date: 2/20 | IRS Date: TBD)

Does that mean 8936 will not be available until the forms above are? Date 2/20 or TBD since 8911 is TBD on the IRS page?

Form 8834 will be in this week's release. I do not yet have an exact date/time.

I have this post on my watch list today and will return this afternoon to let you know what I have learned, or sooner if I get confirmation of a release date.

I apologize for the delays and all of the confusion about this form.

We know it's frustrating to wait and even more frustrating when we cannot provide exact dates and times. It is important that we provide an accurate, quality product for our customers and sometimes that takes a little longer than we'd like.

UPDATE, 4:10 PM Pacific, February 12, 2020.

Users of the Download/CD version of TurboTax please update your software Form 8936, 8606 and 4684 are now available for immediate use.

For TurboTax online users, updates typically happen in the overnight hours, please check tomorrow morning for updates.

I just looked at the IRS webpage for fillable forms, for 8936, it says that the fillable version will be available on 02/14/2020. https://www.irs.gov/e-file-providers/list-of-available-free-file-fillable-forms#top

The page also says that the "form will only support one qualifying vehicle. If you are trying to claim more than one qualifying vehicle, you will not be able to use this form and e-file your return."

Good grief. Although I am unfortunate only to have bought one electric car, this doesn't apply to me, but why is IRS making it hard for others to do so?

The form is available to prepare in TurboTax now. If you are working in TurboTax online, and do not see it, please clear browser cookies and cache to ensure it is working with the most recent program release.

If you have any difficulty with it, please reply to this post and let us know what version of the program you are using so that we can look into it.

Phase out calculation is wrong. I purchased a Tesla in October 2019. The credit should be 25% of $7500= $1875 but Turbotax tells me it is $7500.

Turbotax please fix this ASAP so that we can file our taxes.

This is my first time filling with form 8936 so based on what you wrote, if your rebate is $7500 we only can get 25% of $7500?
