Why does the software keep telling that form 8863 is not yet available, but it will be available on Jan 8th? Today is February 8th. The IRS has it online.

TurboTax depends on the IRS to send the forms when they are available. Please read the TurboTax FAQ below for IRS Forms Availability Table for TurboTax Individual (Personal) Tax Products. Similarly, you may have state forms that have not been finalized.

You clearly didn't read the question carefully before replying. The message that I got said the document would be available on sometime in JANUARY. I was getting this message in FEBRUARY. It makes no sense. This was a software glitch. It has now resolved itself.
