I want to e-file my state 2018 taxes and I was mailing my federal because I'm unable to e-file the federal. I printed the federal like it said. Well, it still won't let me e-file my state return.

For security reasons, TurboTax does not allow you to e-file your state return unless you e-file your federal return first or at the same time. See the following FAQ. If you file your federal return by mail you will also have to file your state return by mail.

how can I change state to efile, cant efile federal don't have last yrs returns

Here are the steps to change to Efile:

TurboTax Online, sign into your account.
Select Tax Home in the left menu.
Scroll down to Your tax returns & documents.
Select 2019, and then select Add a State (you're not actually adding a state, this just gets you into the right area).
Select File in the left menu (expand your browser window if you don't see this, or select the menu icon in the top left corner).
On the Just one more step screen, follow steps 1 and 2 if you haven't already.
Select the Start button to the right of Step 3.
On the Let's get ready to e-file screen, select I want to e-file.

You may also be able to e-file your Federal Return! If you just need your AGI you can get that from an IRS transcript of your last year's tax return. Many types of transcripts are available almost immediately. Here is a link to the IRS website where you should choose Get Transcript Online then Choose a Tax Return Transcript. This is a summary of your return which will include your Adjusted Gross Income. You can View, Print, or Download your transcript.
