That can only be prepared and filed on paper using the 2018 desktop software. No E-filing allowd for 2018 or earlier:

You can not file a W-2 from 2018 with your 2019 tax return. To file your 2018 taxes (2017 or 2016), you will need to buy the CD or download the software for that year and mail your return (you can not file it online).
