IF..if you were signed up for TurboTax Advantage, and were charged for the 2019 software last November...then go to the link below, and sign in and download the software instead. The CD may have been lost/diverted...or, you may had the wrong mailing address for it in your account. You can fix the mailing address (if needed) after you log in.
