Do you have to purchase 2017 versions and 2018 versions to file both or is it a one time download that can be used for 2017, 2018, and 2019?

Each tax year is a separate TurboTax program that has to be purchased - https://turbotax.intuit.com/personal-taxes/past-years-products/
