    <description>&lt;P&gt;Most 109-R forms that I've seen have box 14 empty&amp;nbsp; (but I've only seen two payers).&amp;nbsp; Usually for states that use either the box 1 value, or the box 2a value, if there is a nonzero value in box 2a.&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;(for my state....NC) When I&amp;nbsp; answer the followup-up pages, where I input the NC distribution amount copied fom box 2a&amp;nbsp; (it is for me) then the software back-fills box 14 with the box 2a value.&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;Whether 1 or 2a is used in 14 may depend on which state is involved. When 2a is empty (as it commonly is for an IRA distribution) then its' either box 1, or the Federally taxable amount of box 1 when one has made non-deductible contributions to an IRA&lt;/P&gt;
