Yes. Do you actually have an on-going business if you did not make any income?

You can enter income on the Deluxe program, but not expenses.

Depending on your total income from all sources you might qualify for the turbotax IRS required free file program. https://freefile.intuit.com/ It is a completely different website from turbotax and you have to use a different login name and password.

https://www.irs.gov/e-file-providers/about-the-free-file-program different providers have different limits to income.
