It probably means that you are preparing your 2019 tax return. Where are you seeing this message? If you used TurboTax last year, it would connect to your 2018 taxes automatically so you would have basic details already entered.

I received it via email they want me to file a form 1040?

Who was the email from? Form 1040 is your Federal Tax Return.
