I got an email saying that the CA 540 form was ready, sign into my Turbo tax account

And they would take me step by step to finish up but all it says is that my Fed and State have been accepted and how much I'm getting back total. So where is the 540 form and how am I supposed to fill

It sounds like your returns were pending and the form 540 was already completed but was not finalized in the system. The form has since been finalized and the returns were sent and accepted. You can download a PDF of your return by clicking here and following the directions. You should see the completed form 540 in your return. If you have any other questions, please feel free to reply to this thread.

It depends.

If your returns have been submitted you don't need to do anything.

If your returns have not been submitted, you will need to log in and go through the "File" 3 step process to ensure everything is filed.

If you aren't sure if they have been efiled you can check your efile status once you sign into your TurboTax Account.

Choose the File Tab and select Efile Status.
