Yes, it is free to use. But be sure to download and save a copy of your forms. There is a fee if you need to access the previous year's forms.

I have submitted 1099 Jan 30on Turbotax Quick Employer to IRS. IRS has not accepted or rejected them yet.

why is taking so long?

Your return is currently in pending status meaning that your e-filed return is on its way and that the government hasn't accepted or rejected it yet. It'll stay in Pending status until the IRS starts processing the backlog of returns.
