Here are a couple of possibilities. Is it one of these?

Did you already efile the Federal return first separately? If so, you cannot efile the state return until the Federal return has been accepted.

Or perhaps some of your state forms are not yet approved for efiling. When you go through the REVIEW tab, do you get any messages in the error check or info that you are awaiting any state forms? You can look up your state forms availability dates in this table:
