You would have to ask your state what options to pay. I would assume if you don't pay the will take it out of any future state refunds you get.

You may be able to set up a payment arrangement for your state tax balance due. Different states have different rules. As @VolvoGirl stated, your state may offset any future refund to pay your 2018 tax.
