After you install the TurboTax desktop software for 2019 you will come to a screen that asks for the license code..

A license code is not used with the TurboTax online web based editions.

It will ask for the license code the first time you run TurboTax. It does not ask for it during the actual installation. At the end of the installation there will be a button to click to start TurboTax.
