Did you get the program installed? From the download or the CD? Windows or Mac? Try reinstalling it. It should ask for the code during installation. Here's some FAQ about the Code, but it doesn't say where to enter it.

I have reinstalled the software three times but it never asks me for the license code. Cannot import from last year's return. The program seems to be working other wise.

You are installing the 2019 TurboTax software and not some prior year software, correct?

If you are installing the 2019 software and you cannot see where to enter the license code then contact TurboTax support on Monday for assistance.
