What year? Yes as soon as it comes out and you either install the CD or download the program. 2019 wont come out until November. If you buy 2018 or earlier you download it right away.

If you mean the about-to-be released 2019 desktop software, you can install/download it. But be aware there will have to be a number of updates to the software. No need to rush to file a 2019 return--the IRS will not accept a 2019 return until at least late January. But if you want to start entering the 2019 tax information presently available to you, go ahead.
