To create, complete and file a 2017 tax return using TurboTax you will need to purchase, download and install on a personal computer, Windows or Mac, one of the 2017 desktop editions from this website - https://turbotax.intuit.com/personal-taxes/past-years-products/

A 2017 tax return can only be printed and mailed, it cannot be e-filed.

I already paid for it. It didn't download and when I look into it, it asks me to pay again.

If you purchased the software from TurboTax then the installation file will be in your download account. You have to sign onto your download account using the exact same User ID you used to purchase the software - https://shopping.turbotax.intuit.com/unified/downloads?route=myaccounts

If you have your order number you can check the order status and payment using this website - https://shop.turbotax.intuit.com/commerce/orderstatus/orderstatus.jsp

Assume that you are referring to the IRS website to manually complete prior year tax returns, print the tax returns and then mail them to the IRS - https://apps.irs.gov/app/picklist/list/priorFormPublication.html

Go to this TurboTax website to request a refund for the software purchased from TurboTax - https://support.turbotax.intuit.com/forms/refund-request.jsp
