Best move may be to make an appointment with your local IRS office. Their in-person interview can validate rights in minutes that might take months to resolve via correspondence.

Is your 2016 joint return in another account? Are you able to log into it, or not able to log in? If you are able to log in, do you find the 2016 return, but is access to the PDF locked until you pay?

You can discuss your situation by phone with TurboTax Support. I don't know what they will tell you. It might take considerable effort to prove your ID.
