What exactly are you trying to do with your tax return/tax refund and PayPal? Do you want to have your tax refund deposited into a PayPal account? If so, does the PayPal account have a US bank routing and account number?

You did what exactly? And what did not work?

Again you must have a US bank routing number and account number for a direct deposit of a tax refund. The US routing number is a 9 digit number, no more or no less then 9 digits.

If you are using the TurboTax online editions, after you have completed your tax return and are in the File section of the program on Step 2 you will be asked to provide the routing and account number if you selected either direct deposit of a refund or direct debit for taxes owed.
