You are paying TurboTax to use their website software to prepare your return. A return may have a tax refund, or it may have a tax amount due, but there's still a fee for preparation in the paid editions like the Online Premier you appear to be using. Fees are not based on whether there is a refund or not.

With no info provided, I don't know what that means, but there are other users who can help you with student education topics.  TurboTax is self-preparation software.  It can only use the info that one enters.
