You can e-file your state return, just not without your federal return or not before your federal return. This will assist with why you are unable to e-file your state return alone: https://ttlc.intuit.com/replies/4232481

In my case I'm Married Filing Jointly. Apparently I can E-file my state return via TT2018 after E-filing my Federal, especially if I get confirmation my federal was accepted.
