Please see the below instructions on how to start a new return using TurboTax desktop:

Using the TurboTax Desktop CD/Download version installed on your personal computer, just save the return that you are working on and then start a new return by clicking on File at the top left of the program screen and then click on New Tax Return.

Go to the top left and click on File, then New Tax Return...
