F1A-002 is a state reject code. It means you have claimed more estimated payments than are in your account on your state return.

First, view the payments in your account at your state government website.

Next, review the entries for estimated state tax paid. This includes the previous year's refund applied to the tax year you're filing for. Here's where you can check the entries you made:

On the federal screen, go to Deductions and Credits, then to the section under Estimates and Other Taxes Paid, then to Other Income Taxes. Make any necessary changes. Run review and then resubmit. If the reject continues, or if you want to file the return as it is, you may want to file this return via U.S. Mail. To file your state return, print it and mail to the appropriate taxing authority.

State government websites are listed here: https://ttlc.intuit.com/replies/3302452
