I found this answer from another user - run the Turbo Tax program as an Administrator.  After I did this, I was able to click the CONTINUE button and pay my state e-file fee with no issues.

Instead I installed the software on my other, older HP laptop and successfully filed my State return. Now I just need to figure out why my brand new HP laptop is not allowing me to connect to the TurboTax secure online store. I'll work on that later this week.       <description>&lt;P&gt;You need to launch TurboTax as an administrator. Go to Start, scroll to TurbeTax, right click on it and select Administrator. That should allow you run as Administrator.&lt;/P&gt;</description>
