Are you trying to import your 2016 1099 info into the 2016 Desktop program? That won't work. Most if not all of the financial companies have taken down the 2016 import files to get ready for 2017. You will have to enter it manually. You might still be able to download the PDF files for your 1099 but you can't import that.

I don't understand the part of your run-on question that says "almost 2018" since no one is filing for 2018--folks are beginning to prepare 2017 returns which they will file in 2018. It appears that you have desktop software. When you start a new return using desktop software your are asked right at the beginning if you want to transfer your 2016 information in to your 2017 return. Did you use desktop software for your 2016 return?

    To transfer last year’s return

    https://ttlc.intuit.com/questions/1901506-transfer-last-year-s-return-to-2017-turbotax-for-windows

If you mean that you are trying to import 2017 data such as your W-2, 1099R's etc, it is too soon. Those will not be available until around the end of January or early February.
