If you had insurance for the entire 12 months of the year (even though you switched insurance providers), then you can select that you had health insurance coverage all year.

If you had insurance for only one day for the month of November, you are still considered covered for the entire month. The same for October, if you were covered only one day in October, that counts as full coverage for the month for the purpose of calculating the healthcare penalty.

According to Healthcare.gov, you are allowed a 2 month short-gap before incurring any penalty:

You don’t have to pay the fee for any month you have qualifying health coverage. If you’re uncovered only 1 or 2 months, you don’t have to pay the fee for any month. https://www.healthcare.gov/health-coverage-exemptions/exemptions-from-the-fee/
