My 2016 tax refund was intercepted and offset by the IRS Top FBS ?

My 2016 tax refund was intercepted and offset by the IRS Top FBS for the total amount of the refunded amount from an allege debt from 2009 unemployment overpaid. My question and concern is if I am using your services why don’t you check the FBS database for your clients as this issue is invalid and left me in an economic hardship results in overdrafts and the inability to pay my bills. Please help me to understand this as it has devastated my family and me.
