I had the same problem completing my children's returns. I went back and made them be not dependents and completed the information about their healthcare. Then went back and edited the form to make them my dependents. That is they were both claimed on my return. Once I did this, their healthcare form showed up in the Forms section, not the EasyStep. Make certain the information is correct then go back to the dependent status and revert to them being dependents claimed on their parents' return. It manage to get past the error.
